ד"ר רובין היה המייסד של מנהלת ההגנה בפני טילים במשרד הביטחון (מנהלת "חומה") ועמד בראשה מ 1991 עד 1999. בתפקיד זה הוא היה אחראי לפיתוח וייצור מערכת ההגנה בפני טילים הראשונה של ישראל – מערכת ה"חץ". בהמשך כיהן כמנהל בכיר בתחום תפוצת טילים וטכנולוגיה במועצה לביטחון לאומי (1999-2001), וניהל מספר תכניות לפיתוח מערכות נשק בתעשייה האווירית ובמשרד הביטחון. הוא זכה פעמיים בפרס ביטחון ישראל (1996 ו- 2003). לד"ר רובין הוענק גם פרס הסוכנות האמריקנית להגנה מפני טילים על שם דיוויד ישראל (2000). ד"ר רובין היה חוקר אורח במרכז סטנפורד לביטחון בינלאומי ולבקרת נשק, שם ניהל מחקר על תפוצת טילים בליסטיים בעולם השלישי.
